Mr. Rodriguez earned his undergraduate degree from Northwestern University in 1994 and his J.D. degree from Indiana University School of Law in 1997. For over 20 years, he has concentrated his practice in the areas of special education/disability law and other student-related matters. Prior to joining ECB&S as a partner in 2019, Mr. Rodriguez uniquely served in both legal and high-level administrative roles with the Chicago Public Schools (CPS) special education department. His tenure with CPS included representing the district in special education litigation, serving as the lead legal advisor for all CPS special education legal matters, and holding the role of the special education department’s Deputy Officer/Executive Director. In the latter role, Mr. Rodriguez oversaw the implementation of special education procedural requirements, the resolution of special education disputes, the supervision of the department’s LEA Representatives, and other departmental functions. Mr. Rodriguez regularly lectures on special education and other school law topics at local and state conferences, training programs, and webinars.
