Ms. Charkow received her undergraduate degree from the University of Notre Dame in 1989 and her J.D. from Washington University in St. Louis School of Law in 1993. She focuses her practice in the areas of special education and student matters. Ms. Charkow regularly represents public school districts and special education cooperatives in due process matters, State complaints, and Department of Education Office for Civil Rights investigations. She counsels clients regarding special education programming and implementation, student record issues, policy development, and all areas of general school law. Additionally, Ms. Charkow serves as investigator in Title IX complaint investigations for public school districts and special education cooperatives. As the parent of a young adult with a disability, she brings an understanding of multiple perspectives to her work in special education law.
